Chief Energy Officer
Josephus M. Allmond
Josephus Allmond serves as Chief Energy Officer for the Commonwealth of Virginia in the Office of Governor Abigail Spanberger, where he leverages his extensive legal and advocacy experience in energy policy, utility regulation, and environmental justice to advance the Governor's priorities to make affordable, reliable, clean, and local power to Virginia residents.
He most recently served as a Staff Attorney at the Southern Environmental Law Center (SELC) in Charlottesville, where he litigated dozens of utility regulatory cases before the State Corporation Commission. His expertise encompasses a wide range of complex energy issues, including rate cases, integrated resource plans, net energy metering, interconnection, and Renewable Portfolio Standard proceedings.
Beyond the courtroom, Josephus plays a significant role in Virginia’s legislative landscape. He has successfully advocated for efforts to bring Virginia into the energy future, including virtual power plants, distributed generation expansion, and storage expansion. He was appointed by the Speaker of the House as a citizen member to the Commission on Electric Utility Regulation, where he provided advice on energy affordability and ratepayer issues.
A dedicated servant to his community in central Virginia, Josephus is a member of the Governing Board and the Local Impact Investing Committee for the Charlottesville Area Community Foundation. He is also on the Board of Directors for the 100 Black Men of Central Virginia, where he was honored with the Dr. Marcus L. Martin Leadership Award. He is also a strategic partner to the Northern Arizona University Foundation as a member of the NAU Alumni Association Board.
Josephus is a proud alumnus of the Sorensen Institute’s Political Leadership Program at the University of Virginia and was recently named to the 40 under 40 for Young, Gifted & Green. He earned his Juris Doctor from the Duke University School of Law, where he gained experience in Duke’s Environmental Law & Policy Clinic and with two of the country’s top law firms, Kirkland & Ellis and Baker Botts. He also holds a Master of Science in Climate Science and Solutions and a Bachelor of Arts in Political Science, magna cum laude, from Northern Arizona University, and an Associate of Arts from Butte College. He lives in Troy, Virginia, with his wife and son.
Deputy Energy Officer
Louise White
Louise White serves as Deputy Energy Officer for the Commonwealth of Virginia in the Office of Governor Abigail Spanberger, where she helps advance the state's affordable energy priorities.
Previously, Louise was a Senior Strategy Consultant at the U.S. Department of Energy, supporting both the Loan Programs Office (LPO) and the Office of Technology Transitions. In that role, she authored the DOE’s Pathways to Commercial Liftoff: Innovative Grid Deployment report on cost-effective grid modernization and advised on transmission, distributed generation, virtual power plants, and other emerging energy technology deployment strategies. She also previously served as a fellow with the Recoding America Fund, partnering with state governments to improve the operational effectiveness of public services.
Prior to joining the DOE, Louise was a consultant with Bain & Company focusing on energy and power markets and with the Environmental Defense Fund addressing methane emissions in the oil and gas sector. Louise holds an MBA from Stanford University and a BA from the University of South Carolina. She lives in Richmond, VA.
